Board of Trustees

The Board of Trustees governs the Long Beach Community College District and consists of five elected members, each representing one of the five trustee areas of the district. Voters in each of the areas elect the trustee to a four-year term.

Long Beach Community College Board of Trustees Goals

Strategic Goal 1: Innovate to Achieve Equitable Success

  • Update and monitor the District’s Strategic Plan to ensure equitable student success.
  • Monitor the implementation of the Enrollment Management Plan.
  • Monitor the implementation of the Student Equity Plan.
  • Oversee the recovery from the disruptions caused by the ongoing pandemic and ensure the recovery affects all students equitably.
  • Monitor new federal and state legislation to ensure District compliance.

Strategic Goal 2: Accelerate College Readiness and Close Equity Gaps

  • Monitor strategies for improving college and career readiness and success of the District’s diverse student population, including but not limited to, students of color, women, LGBTQ, veterans, disabled students, and disadvantaged and hard to reach communities.
  • Support measures and allocate resources for programs that address barriers to educational success, including housing and food insecurity.

Strategic Goal 3: Build Community

  • Improve Board governance by maintaining a well-functioning Board, and adhering to principles of effective Boardsmanship.
  • Cooperate and improve Board performance.
  • Establish policies that ensure the District operates in an anti-racist manner.

Strategic Goal 4: Invest in People and Support Structures for Transformation

  • Support strategies that ensure the long-term fiscal health of the district, including strategies that improve access and affordability for all students.
  • Develop strong relationships that ensure the success of the Superintendent-President, the Board, and the District.
  • Instill and promote a culture of care that values diversity, community, and collaboration among all members of the College community.

LBCC District Board of Trustees meetings will occur the 2nd or 4th Wednesday of each month and are subject to change. Meetings are broadcasted through livestream and daily on Channel 15 Long Beach.

Closed session begins at 4:30 pm. The Open session begins at 5:30 pm in T-1100 unless specified on the meeting schedule.

Please note: The livestream will only be active during the regularly scheduled board meeting. A captioned version of the Board of Trustees meeting will be available on the Long Beach City College YouTube Channel and BoardDocs within 72 hours of the livestream broadcast.

Uduak-Joe Ntuk
President, Area 1

Trustee Uduak-Joe Ntuk proudly represents Uptown Long Beach on the Long Beach Community College Board of Trustees. Elected in 2018, he is the first African-American male elected to serve in this capacity since the college’s founding in 1927.

Earning his Associate of Arts degree in Liberal Arts at LBCC, which opened the doors for Trustee Ntuk to further his education and pursue a career in engineering. He received his Bachelor of Science in Chemical Engineering at California State University, Long Beach, and his Master of Science in Engineering at the University of Southern California.

Vivian Malauulu

Vivian Malauulu
Trustee, Area 2

Vivian Malauulu is the first Latina elected to the Long Beach Community College District Board of Trustees to represent Area 2 which covers all of West Long Beach, parts of the south-central downtown area, and Signal Hill. She is also the first board member with direct ties to a Polynesian family. Vivian has been unanimously elected by her colleagues to serve as Board Vice President and Board President, culminating in the longest tenure of any Board Chair due to county election realignment which happened to occur during the public health crisis caused by the COVID-19 pandemic.

Sunny Zia
Trustee, Area 3

Sunny Zia is serving her second term on the Long Beach Community College District Board, having been elected Trustee for Area 3 in April of 2014 and then re-elected in 2018. She is a first-generation Iranian American who grew up in a hardworking family that raised her with the guiding principles of the American dream. From a young age, they instilled in her the importance of education as the pathway to success.

Herlinda Chico
Vice President, Area 4

Trustee Herlinda Chico proudly represents Area 4 which includes East Long Beach, Signal Hill and Catalina Island. She is the first person of color to be elected to this seat and the first Mexican American woman elected to the Long Beach Community College Board of Trustees.

Dr. Virginia Baxter
Trustee, Area 5

Dr. Virginia “Ginny” L. Baxter was one of those people who watched the Rose Parade on TV and said, “I’m moving to California.” She said she ran away from home, Highland Park, Illinois, the legitimate way – she applied for admission to Occidental College in Los Angeles.

Richard Blackmon

Richard Blackmon
Student Trustee

I am a first-year student at Long Beach City College majoring in Political Science. I hope to obtain my Associate’s Degree from LBCC and transfer to USC or UCLA. After earning my Bachelors I hope to attend Howard University for Law School with a concentration in Constitutional Law. I look forward to a career making a difference in the lives of others through effective and inclusive policymaking.
